Trust Board

Future Changes

Cambridgeshire and Peterborough Probation Trust (CPPT), along with all other probation trusts, will cease to exist in its current format from April 1, 2014. CPPT, Hertfordshire, Bedfordshire and Northamptonshire Trusts fall in the same geographical area and will create one of the 21 CRCs. It is expected that 70 per cent of CPPT staff will transfer to the CRC to work with low and medium risk offenders on a payment by results system. This will include the majority of offenders sentenced to community orders, suspended sentence orders and custodial sentences. If the risk associated with an offender escalates from low or medium to high or very high, or an offender breaches their licence, the management of that offender will be transferred back to the national public sector probation service. In cases where an offender breaches their order or licence and they have to be returned to court or custody, the national probation service will take over responsibility for risk management.

The provision of national probation services will be split between a new national public sector probation service (retaining approximately 30 per cent of current CPPT staff and other resources) and 21 Community Rehabilitation Companies (CRCs). These fully functional companies will be sold to the providers awarded the contracts towards the end of 2014. Staff within the new national public sector probation service will be responsible for: initial risk assessments of ALL offenders, directly managing high risk offenders and those subject to MAPPA (multi agency public protection arrangements), providing pre-sentence advice to courts, advising the parole board, undertaking the victim liaison role for all cases it applies to and managing the local approved premises. They will also be responsible for enforcement and prosecuting breaches.
