    • Prisoners are not “rated” by their crimes, but on the risk they represent. A Cat A prisoner is a “Prisoner whose escape would be highly dangerous to the public or the police or the security of the state and for whom the aim must be to make escape impossible.”
      Prison staff continually monitor the risk factors for a prisoner, and for a higher risk inmates the Parole Board will have to formally meet to approve a early release when appropriate. The vast majority of those who have committed a serious crime, such as murder, will be Cat B as most murderers do it only once, and often to somebody they knew; only those who are prolific unreformed(able) are Cat A.

    • Depends on what the crime was. Cat A prisoners will be sent to Belmarsh, lower risk offenders will be sent to which ever prison in the London Region has spare capacity without much (any) consideration of which is nearest to the prisoners family etc.
