HMIP “URGENT NOTIFICATION” REGARDING HMP & YOI CHELMSFORD

HMIP inspectors have the rarely used option to write directly to the Secretary of State for Justice to raise major concerns about an individual prison. The protocols demand that there is a rapid and public response. This the first time that Charlie Taylor has invoked this option, and it follows an inspection of the prison in August 2021, which has yet to be published in full.
