Prison in the UK are grouped together into regions, run by a “regional manager” who has considerable sway over the operations of the prison within their area, although the operational control and management are with the #1 governors of the prison. Some resources are shared within the regions, for example the Head of Learning and Skills at one prison may run the education at a cluster of prisons within the region
